    Ryder’s Law (Intro 0967 / 967) is a bill proposed in New York City that would phase out the horse-drawn carriage industry by June 1, 2026, prohibit new carriage licenses, and forbid selling or transferring the horses for slaughter or use in other carriage businesses.
