RYDER’S LAW
Ryder's Law (Intro 967) is a proposed New York City bill that would finally phase out the horse-drawn carriage industry while protecting both horses and workers. Named after Ryder, a carriage horse who collapsed on a Manhattan street and was later euthanized, the legislation would ensure carriage horses are humanely retired and never sold for slaughter or transferred into another carriage operation.
The bill also provides a path forward for drivers and industry workers by requiring the City to establish workforce development programs that help them transition into new employment opportunities. Ryder's Law is designed to create a humane future for horses while ensuring workers are not left behind.
